Serving alcohol requires both a state license from the Georgia DOR and a local license from the City of Atlanta. Start this process immediately — it takes 30–90 days.
Do You Need an Alcohol License?
If your restaurant will serve beer, wine, or spirits — even for on-premises consumption — you need both a Georgia state alcohol license and a City of Atlanta alcohol license. Start this process as early as possible; it runs parallel to all other opening steps and typically takes 30–90 days.
Two Licenses Required
1. Georgia State Alcohol License (Georgia DOR)
Issued by the Georgia Department of Revenue Alcohol and Tobacco Division.
Types:
- Consumption on Premises (COP) — for restaurants serving alcohol for on-site consumption
- Retail Dealer — for take-out/package sales (less common for restaurants)
How to Apply:
- Register at dor.georgia.gov/alcohol
- Complete the Retailer Application online
- Background checks required for all owners with 10%+ interest
- Pay the state license fee (varies by license type and county population)

2. City of Atlanta Alcohol License
Atlanta has its own local licensing process, which includes City Council approval for new licenses.

- Submit application to Atlanta's Office of Revenue
- Application includes: FBI background check, floor plan, proof of ownership/lease, state license application
- Application is published for public comment
- Atlanta City Council must vote to approve
- Timeline: 60–90 days from complete application submission
