Food Service License & Plan Review — Multnomah County
Portland restaurants need a Multnomah County Environmental Health food service license, obtained through plan review before construction and a pre-opening inspection.
What it is. The food service license required to operate a restaurant, plus plan review for new construction or extensive remodels, under Multnomah County Environmental Health (applying Oregon's Food Sanitation Rules).

When you need it. Submit plan review before construction/remodel; the county responds within ~15 business days, and you may begin construction after receiving a plan-approval letter. Obtain the license before opening.
How to apply. Submit the plan-review application (and you may submit the license application and fee at the same time); build per approved plans; pass the pre-opening inspection.
