What it is. The local Alcoholic Beverage Outlet (ABO) license required to distribute or serve alcohol of any kind in Orleans Parish — in addition to the state ATC permit. New Orleans issues its own ABO permit through the Bureau of Revenue.

Who issues it. City of New Orleans — Bureau of Revenue (City-parish layer). Requires the state ATC permit as well.
